In 2013, at the request of the Rotary Club, papers were filed with the Internal Revenue Service for permission to form a 501(c)(3) organization and designed the bylaws, articles of incorporation and filed the necessary papers with the Commonwealth of Pennsylvania. 
 
On October 10, 2013, two Rotary club members, Jim Britton and Randy Sibert, presented to the Rotary Club board and the club membership, the proposed Articles of Incorporation, the proposed charter members of the  foundation board, the proposed bylaws along with the Internal Revenue form 1023, all of which would be submitted to the IRS for approval.  In addition, Articles of Incorporation were submitted to the Department of State and a copy was sent to the Pennsylvania Bureau of Charitable Solicitation. The Rotary Club board and club membership approved all documents for the formation of the Rotary Club of Colonial Park Foundation.
 
On November 6, 2013, the organizational meeting of the Rotary Club of Colonial Park Foundation was held.  On December 5, 2013, the IRS informed the foundation an Employer Identification Number was assigned and on the same date the Articles of Incorporation were received by the Pennsylvania Department of State.
 
On January 16, 2014 the first meeting of the Rotary Foundation Board was conducted with Randy Sibert presiding as charter President.  Beside the President, other charter board members were:  Richard Dodge, Robert Mrazik, Robert Swartz, Joseph Baird, Jeffrey Hoachlander, Frank Sourbeer, Joseph Lindsey and Ron Cohle.   On August 1, 2014 the IRS officially notified the foundation they had approved the non-profit tax status as a 501(c)(3) corporation.
 
Over the years, the foundation has helped send Rotarians and fund relief efforts for Hurricane Katrina, Hurricane Sandy, floods in George and North Carolina.
